OPERATION WITHOUT A PERMIT Two women were arrested for giving massages without proper permits at a Franconia area business establishment. Officers received information that employees at Ginko Therapy, located at 6198-A Old Franconia Road, were giving massages without the required county permit. Jin Sun Kang, 30 years-old, and Ki Sun Anderson, 46 years-old, both from 8509-F Barrington Court in the Springfield area, were charged with failing to have a permit to give a massage and failure to display the permit on September 16, 2003 at approximately 5:30 p.m. Note: It is not illegal for cross-sex massages to be provided by LICENSED practitioners in Fairfax County. The County requires such licenses and background checks of the practitioners in order to discourage prostitution that is the primary function of many "massage parlors."
