Franconia Springfield Parkway

A 19-year-old woman traveling southbound on the Franconia Springfield Parkway was pulled over by a silver or champagne colored vehicle with red and blue lights flashing and a siren sounding. The woman pulled to the side of the road and activated her vehicle's hazard lights. She heard a male voice tell her to turn off her vehicle's lights and exit her vehicle with her hands on her head.
